IBM is offering for free a version of its DB2 database called "IBM DB2 Express-C". The IBM DB2 Express-C only limits the hardware that the database can run on, but is otherwise identical to the full DB2 release.

I think this is not a real limitation compared to Oracle's free version. IBM says it is targeting students, small organizations and software developers looking to integrate a database into their applications.

You have to register, if you haven't an IBM ID, before you can download the IBM DB2 Express-C.

Some people received this message when trying to download it:

"This product is subject to strict US export control laws. Prior to providing access, we must validate whether you are eligible to receive it under an available US export authorization. Your request is being reviewed. Upon completion of this review, you will be contacted if we are able to give access. We apologize for any inconvenience."

You shouldn't be scared if you are not in USA. This is just an error and should be fixed, I hope so.
